Über isma
isma ist das erste von insgesamt drei geplanten Forschungszentren, mit deren Auf- und Ausbau gemäß der F&E-Strategie der FH Kärnten zur weiteren Profilierung der hochschuleigenen Forschungsleistungen beigetragen werden soll. Es bündelt die an der FH Kärnten vorhandenen F&E-Kompetenzen im Bereich der Regional- und Raumwissenschaften sowie im Bereich des Managements grenzüberschreitender Geschäftsprozesse mit Schwerpunkt Süd-Ost-Europa. Auf diese Weise werden die vorhandenen Synergiepotenziale zwischen den in den genannten Feldern forschungsaktiven Studienbereichen ideal genutzt und die interdisziplinären Forschungskompetenzen bestmöglich ausgeschöpft.
European Cross-Border Symposium
and the foundation of the
Cross-border Network for Applied Research and Training
On March 2nd, 2011 an “European Cross-Border Symposium“ with 170 participants from politics, economy, and science from Carinthia, Slovenia, and Friuli Venezia Giulia took place in the Congress Center Villach. It was hosted by the Carinthia University of Applied Sciences and its Research-Center ISMA as well as by the Slovene and Italian partner institutions, the Faculty of Administration of the University Ljubljana, and ForSer - Formazione per la Pubblica Amministrazione (Pasian di Prato/Udine).
In order to firstly reflect on the discussion about cross-border cooperation within our region in a bigger European context, experts from different good practice-regions presented institutions, initiatives, and projects from whose implementation the local border-region could also profit.
That concerning this matter there is still a big need for action for our region from relevant actors in economy and public administration was approved by a subsequent survey, which was presented for the first time. The survey showed the current status-quo as well as the future potentials of cross-border cooperation between Carinthia, Slovenia, and Friuli Venezia Giulia. Furthermore, the survey conducted by the Carinthia University of Applied Sciences and its Research-Center ISMA in cooperation with the Slovene and Italian Partner-Institutions shows that all respondents – independent of nationality – want to further cross-border cooperation. At the same time, though, attendants were complaining about complicated procedures and a lack of assistance on diverse levels, based on which respondents altogether were skeptical whether actual existing potential of cross-border cooperation for Carinthia and its neighboring regions will be realized in their full complexity within the next years.
Not only considering this background, the Carinthia University of Applied Sciences and its Research-Center ISMA as well as the Slovene and Italian partner institutions decided to intensify their already established scientific cooperation. For this reason a “Memorandum of Understanding” has been signed as a highlight of the symposium, in which the partners founded a tri-national Cross-border Network for Applied Research and Training for our border-region. An important signal from Carinthia was given by the energetic support, which the Carinthian Government represented by regional councilor Dr. Josef Martinz, and the Carinthian Chamber of Commerce represented by President Franz Pacher, has shown by their greeting and especially by co-signing the “Memorandum of Understanding”. For this reason an important first step was taken so that the Cross-border Network for Applied Research and Training (CBN-ART) can set a specific contribution for the development of cross-border cooperation between Carinthia, Slovenia, and Friuli Venezia Giulia.
